Paul commenced as Director of QS Services in May 2023, continuing to provide the leadership of the consultancy firm, to deliver its mission and values in providing high quality Quantity Surveying construction cost consulting services to Northern Australia.
Paul has an extensive construction costs knowledge developed over 23+ years of construction industry experience, appropriate to the unique location and a wide array of construction types found in Northern Australia.
Paul has a comprehensive understanding of the full range of Quantity Surveying skills including quantity take-offs, preparation of variations, progress claims with particular skills in contract administration and claims management and has strong team working skills and maintains projects remain incident free and are completed within budget.
Mark Hampson

Mark commenced with QS Services in 1995 working until 2000. Mark recommenced with QS Services in October 2021. Mark’s role is Director and is ultimately responsible for all QS Services deliverables.
Mark is proficient in all Quantity Surveying core skills including but not limited to cost planning/estimating, value management, feasibility studies, tender documentation including Bills of Quantities, tender analysis, contract administration, variation and contract claim assessment.
Stephen Warne

Stephen Warne has over 35 years’ experience as a Quantity Surveyor working in the construction industry. He completed his studies and graduated from Curtin University in 1991.
Stephen joined RBB in 2003 and joined the firms Board of Directors in 2012. His experience extends across all facets of professional Quantity Surveying. He has been exposed to all industry sectors including civil and infrastructure, mining and mineral processing, oil, and gas, although in the last 16 years his experience has been almost exclusively within the traditional commercial construction sector.
Tim Crossley

Tim commenced with QS Services in October 2015 following 6 years Cost Management and Quantity Surveying experience in Darwin with a previous 18 years overseas, based initially in Southern Africa, then Hong Kong, and UK (London, Folkestone, and Kings Hill), before migrating to Australia.
Tim is adept at leading the Estimator function during the Planning and Delivery Phase of projects. Tim’s experience include preparation of estimates for new and refurbishment projects, preparation of bank funding reports and certification of progress claim draw downs, and assessment of disputed costs between contracted parties. Tim undertakes all tasks required in a methodical and professional manner.
Hsiu-Chu Lee

Hsiu-chu commenced with QS Services in September 2022 as a Graduate Quantity Surveyor and has obtained full accreditation in 2024. Working in the Australian construction industry after her graduation from Deakin University in 2021. Hsiu-chu has 2 years’ BIM coordination and contract administration experience of high-rise office and residential buildings based in Taiwan.
Hsiu-chu’s role is to prepare tender estimates, produce Bills of Quantities, contract administration and measurement from initial stage to final account stage for new and refurbishment projects.
Justin Crossley
Justin Crossley
Commencing with QS Services in October 2022 under a formal cadetship program, Justin has progressed from Junior Quantity Surveyor to Quantity Surveyor through structured training, close supervision, and hands on project involvement alongside senior staff. Over this period, Justin has developed strong technical capability.
Justin has experience across a broad range of Quantity Surveying tasks, including the preparation of preliminary estimates, preparing progress claim certificates, conducting variation assessments, completing 2D drawing take‑offs and measurements, carrying out on‑site inspections, preparing tender documentation such as Bills of Quantities, undertaking CostX workbooking and custom reporting, and providing IT support within the office environment.
Oscar Steer

Oscar commenced with QS Services in August 2025 in the role of Junior Quantity Surveyor.
Oscar’s role is to prepare estimates for new projects, preparation of tender estimates, measurement of quantities for new projects, and assisting with producing Builders Bills of Quantities, whilst under the supervision of our Senior Quantity Surveyors.
Peter Baxter
Peter Baxter
Peter commenced with QS Services in June 2011 as a Technician specifically engaged for his intimate knowledge of Darwin and the NT with a focus on property matters including inspections for Taxation Depreciation Schedules, Insurance Reinstatement Estimates, Sinking Fund Forecasts and Condition Reports.
Peter’s experience with QS Services include working independently assessing building condition and collecting and recording data, along with gaining access to properties for building inspections including liaising with building owner and tenants and local authorities and undertaking inspections and assisting with Taxation Depreciation Schedules and Insurance Valuation and Sinking Fund Assessments.
Patrina Baxter

Patrina commenced with QS Services in 2002 and has developed an integral responsibility for overseeing general administrative functions, any events or activities for the office and co-ordination and procurement of supplies and maintenance that facilitate the smooth running of the business.
Patrina creates and maintains a pleasant work environment, ensuring high levels of organizational effectiveness, communication, key-record keeping including the handling of sensitive documentation coordination is adhered to between all Departments with support and assistance to Directors, Finance and all Staff.
Peter Farmer
Peter Farmer
Considerable knowledge gained with over 40 years’ Australian and International experience, including several years as a self-employed Consultant Quantity Surveyor, experience in the construction industry working in positions as a Project Manager, Client’s Representative, Director and Country Representative of a Quantity Surveying practice and Senior Consultant on projects within Australia, Hanoi and Republic of Georgia.
Seven years work experience in Darwin on defence projects and other major projects which provides Peter with a full understanding of the Northern Territory construction industry.
