Charles has over 44 years’ experience in the Construction Industry with the past 40 years performing Quantity Surveying and Cost Planning duties for either construction companies or professional Quantity Surveying practices. In this time, Charles has held senior positions in construction companies as Chief Estimator, with the past 29 years being a founding partner and Principal of QS Services.

As the geographical region that QS Services covers extends outside of Darwin to other Australian states and to Asia, substantial experience has been gained on significant projects including large civil, industrial and institutional buildings. Within the Northern Territory, institutional, industrial, commercial and defence projects have provided a great deal of work opportunities and Charles has been involved with a number of NT and Commonwealth Government agencies as well as private clients in a cost planning role across all design stages, preparation of Bill of Quantities, assisting Contractors with tender preparation and contract administration. Charles has developed a special expertise in the very early planning stages of projects in establishing budgets then steering the cost planning phase to achieve a predetermined financial outcome. Over the more recent years, Charles has put in place a procedure designed to anticipate future labour and material price movements to be better informed in providing long term price forecasting to clients.

In the year 2000, Charles was awarded the Australian Institute of Quantity Surveying prestigious Excellence Award and then in 2015 the Australian Institute of Quantity Surveyors awarded Charles with the Lifetime Contribution Award. This award honours those who have made an outstanding contribution to the Quantity Surveying industry and have dedicated a significant amount of time to champion the profession both inside and outside of the work environment. This was largely an acknowledgement for having worked within the industry for a minimum of twenty (20) years and his commitment towards an exceptional contribution to the profession in which he works as identified through his general leadership values and time dedicated to giving back to the Quantity Surveying industry.

In the year 2019, Charles was made a Fellow member of the Australian Institute of Quantity Surveyors.

Considerable knowledge gained with over 37 years’ Australian and International experience, including several years as a self-employed Consultant Quantity Surveyor, experience in the construction industry working in positions as a Project Manager, Client’s Representative, Director and Country Representative of a Quantity Surveying practice and Senior Consultant on projects within Australia, Hanoi and Republic of Georgia. Five years work experience in Darwin on defence projects and other major projects which provides a full understanding of the Northern Territory construction industry.

Considerable experience with over 37 years in the construction industry working on projects throughout Australia. Long term resident of the Northern Territory conversant with both suburban and remote areas rates and conditions.

Measurement of building and civil projects for the preparation of Bills of Quantities, cost plans, schedule of rates, taxation depreciations and insurance replacement assessments. Gained experience in a broad range of quantity surveying tasks on a large variety of projects and has been involved in the preparation of all Bills of Quantities commissions produced by our office since commencing in 1997.

Tim commenced with QS Services in October 2015 following 6 years Cost Management experience in Darwin and over 18 years overseas experience in Quantity Surveying based initially in Southern Africa, then Hong Kong, and UK (London, Folkestone, and Kings Hill), before migrating to Australia.

Tim’s role is to lead the Estimator function during the Planning and Delivery Phase of the project. Tim’s experience include preparation of estimates for new and refurbishment projects, preparation of bank funding reports and certification of progress claim draw downs, and assessment of disputed costs between contracted parties. Tim undertakes all tasks required in a methodical and professional manner and is an excellent all-round practitioner of his profession.

Alice commenced with QS Services in July 2012 following 5 year’s experience in Quantity Surveying roles in Hong Kong. Since commencing with QS Services, Alice has firmly established herself in Darwin in the role of Quantity Surveyor.

Assisting with the measurement of quantities and preparation of estimates for projects and certification of progress claims and variations. In addition, Alice leads the @RISK estimating process, Whole of Life (WOL) and BIM functions.

Tharanga commenced with QS Services in March 2018 following 13 years’ experience in Quantity Surveying roles in Dubai, Qatar and Sri Lanka . Tharanga has adapted to Australian conditions and has established himself in Darwin in the role of Quantity Surveyor. 

Tharanga’s roles include measurement of quantities for new and refurbishment projects, preparation of estimates for new projects, preparation and compilation of Tender Estimates and producing Bills of Quantities and Schedule of Rates. Tharanga has a vast record of work in Major High Rise Buildings, Railways, Infrastructure, Housing and International Airport construction projects, as well as, Logistics and Warehouse Developments.

As a Quantity Surveyor and Contracts Administrator, Tharanga has extensive experience in both Pre-Contract and Post Contract roles.

Peter commenced with QS Services in June 2011 as a Technician specifically engaged for his intimate knowledge of Darwin and The N.T., with a focus on property matters including inspections for Taxation Depreciation Schedules, Insurance Reinstatement Estimates, Sinking Fund Forecasts and Condition Reports.

Peter’s experience with QS Services include working independently assessing building condition and collecting and recording data, along with gaining access to properties for building inspections including liaising with building owner and tenants and local authorities and undertaking inspections and assisting with Taxation Depreciation Schedules and Insurance Valuation and Sinking Fund Assessments.
